A Study on the Application of the Livelihood Benefit in North Korea and the Financial Estimation after Reunification: Focused on the change of subsistence aid before and after German reunification

Abstract
The purpose of this study is to present the application of the livelihood benefit in North Korea and the result of the financial estimation after unification. Considering the living standard in North Korea, it is expected that enormous financial resources will be required to effect a post-reunification livelihood benefit, which can especially burden South Korean workers. Therefore, it is necessary to prepare the principle for applying the livelihood benefit and to proactively estimate the financial resources of the livelihood benefit. In this study, the current status of research regarding the financial estimation of livelihood benefit in North Korea after reunification was critically reviewed. Next, we reviewed the German case on the changes in the subsistence aid and the related financial expenditure. Also, based on experiences with the process of integrating East and West German public assistance post-reunification, we proposed ten principles for applying livelihood benefits to North Korea. In addition, financial estimates were made with assumptions about the ¡®benefit contents¡¯, ¡®target¡¯, ¡®level¡¯, and ¡®period of livelihood benefit and change over time¡¯. The results were classified into minimum, neutral and maximum estimates, respectively.
